Municipal IQ is owned and run by Kevin Allan and Karen Heese. Kevin Allan is a local government analyst and specialist consultant and was previously special advisor to Sydney Mufamadi, the national minister for provincial and local government. Karen Heese is an economist who has worked in local government and development finance, and developed ratings of Southern African economies during her tenure at BusinessMap. Together they have more than twenty years experience in the local government sector.

Municipal IQ is an independent entity and is not allied to any political party or government body and has been established to contribute to rigorous and objective debate and information dissemination that will further the development of a responsive and proactive local government sphere through engagement by informed stakeholders. Municipal IQ does not receive any government, civil society or corporate funding beyond normal fees for subscription and advertising on the website.

The phrases “Municipal IQ” (including the associated logo), “Municipal Performance Index (MPI)”, “Municipal Poverty Gap Index (MPGI)”, and “Municipal Financial Sustainability Index (MFSI)” are protected by copyright and each is a registered trademark. These products are owned by Kevin Allan and Karen Heese t/a Municipal IQ.
